Through this Request for Proposal (RFP), the Commission hereby invites businesses that meet the requirements set forth herein to submit responses for Financial Consulting Services that will assist the Capital Region Airport Commission (“Commission”), owner and operator of Richmond International Airport (RIC), and its executive staff in the development and implementation of strategies that advance the Commission’s enterprises to achieve its vision, mission, and strategic priorities. Services required are not limited to any or all of the following: A. Assess and present methods to ensure a sound and flexible financing program and secure debt financing for upcoming Commission capital projects, including capital planning and cash flow projections, capital finance strategies and debt capacity analyses. Presentations to the Finance & Audit Committee should be performed at least annually and may require further presentation to the full Commission. B. Monitor and advise the Commission on refunding opportunities, derivatives and other financial products that would lower the Commission’s cost of borrowing and assess and brief the Commission as to the course of interest rate movements in the near term. C. As the Commission issues or incurs debt from time to time, 1. Assist Commission staff and counsel in briefing the Commission, County Boards of Supervisors and the City of Richmond Council and obtaining necessary approvals for debt issuances. 2. Attend and advise at meetings of the Commission’s finance team and assist where appropriate in the selection of underwriter(s), placement agent(s) and/or credit provider(s). 3. On behalf of the Commission, solicit bids for and generally assist in the procurement of lenders/purchasers/underwriters of the Commission’s debt, liquidity providers, remarketing agents, credit enhancers, printers, trustees, paying agents and similar matters, where necessary. 4. Review and assist the Commission and the finance team in preparation of financing documentation, including disclosure or offering materials and feasibility studies
