4.2. Monitoring • Must have a robust off-site monitoring service for all fire, intrusion, and duress alarms, with scalability to accommodate future expansions. Central station monitoring shall comply with NFPA72 and UL365 station requirements. • Ensure that monitoring services adhere to national best practice standards. 4.3. Maintenance • Annual preventive maintenance for all alarm systems, encompassing testing of intrusion, duress, and, as necessary, fire alarm components. • Must be in compliance with manufacturer recommendations and relevant industry standards, including, but not limited to, NFPA 72 National Fire Alarm & Signaling Code, NFPA 731 Standard for the Installation of Electronic Premises Security Systems, and the Newport News City Code §§16-53 and 16-54 concerning fire alarm maintenance and testing. • Develop a service agreement offering either all-inclusive labor rates or discounted hourly rates for call-outs and repairs to include, but not limited to, the following: 1. Proposed pricing for replacement parts and installation of new or replacement systems. 2. Acceptable minimal response times for routine and emergency repair calls. 3. Training for building occupants with alarm credentials on the use of alarm controls and interfaces, especially when changes or upgrades occur. 4.4. Implementation Plan • Implementation of a plan to enhance Intrusion/Burglary and Duress Security Alarm systems with the following functionalities: 1. Centralized web-based management enabling remote programming of alarm codes, system test configurations and generation of usage and status reports, and modification of user permissions. 2. Automatic status notifications sent via email or text. 3. Interoperability with existing City electronic access systems and video management systems such as DSX and Ocularis. • The plan must include a strategy to retrofit existing systems to incorporate these functionalities or a phased plan to replace the system to achieve the desired capabilities. • The plan must include a detailed timeline for the reprogramming transition phase, contingent upon award. • Upgrades will be performed as needed and as new buildings are acquired.
