The consultant(s) will provide services to PRTC for the projects as outlined in the section above. The development of the master plan will enable PTRC to expand its economic development efforts strategically, potentially creating high-paying jobs and attracting investments to Hidalgo County. With the support of NM Tech and other partners, PTRC's workforce and economic contributions are expected to grow substantially. The scope of work includes: 15.2.1 Master Plan to Promote Economic Growth Consultancy a) Project planning and coordination: i) Design and mange a project timeline with key milestones. ii) Collaborate with local project leads to coordinate outreach and logistics. ) Stakeholder engagement: i) Establish and facilitate a regional stakeholder group including representatives from local and tribal governments, regional economic development organizations, and state/federal agencies. ii) Coordinate regular stakeholder meetings to ensure inclusive input throughout the planning process. c) Research and creating a data catalogue: i) Create an inventory of existing data sources. d) Public input and outreach: i) Organize and facilitate a series of public meetings across the three counties to gather diverse perspectives. ii) Collect and synthesize community feedback to inform plan priorities and implementation strategies. e) Master Plan Development and Report: i) Draft a regional economic development master plan that includes: (1) Regional goals and economic development objectives (2) Sector-specific strategies (e.g., industry clusters, workforce, infrastructure) (3) Implementation roadmap with short-, medium-, and long-term actions (4) Identification of potential funding sources (federal, state, and private) Deliverables: i) Comprehensive Regional Economic Development Master Plan (digital and print-ready formats). ii) Stakeholder meeting summaries and public engagement documentation iii) Executive summary and presentation for regional leadership
