The purpose of this Request for Qualifications is to solicit submissions from qualified agencies and /or individuals to provide professional services on behalf of the County in connection with the administration to provide Ongoing and Placement Casework services for the Lackawanna County Office of Youth & Family Services. Service areas include: • The qualified agency will be hiring adequate staffing to effectively manage the Ongoing and Placement casework services of the Lackawanna County Office of Youth & Families Services [OYFS]. • The qualified agency shall ensure all staff meet the requirements set by the governing agency, to include gathering official college transcripts and criminal, child abuse, and FBI fingerprint clearances. • Open communication between the qualifying agency leadership and the Lackawanna County OYFS leadership, including on-going meetings as requested. • All staff hired by the qualifying agency to fulfill this contract shall meet the qualifications for the position and receive all necessary Foundations curriculum via the Child Welfare Resource Center. • The number of caseworkers and supervisors will be decided through final negotiations with Lackawanna County OYFS. • The submitting agency will be a designated agent of the Lackawanna County OYFS Placement/In-Home Units and will be authorized access to the Child Accounting and Profile System and child welfare case management systems utilized by Lackawanna County. • The submitting agency will provide capable, professional, management and staffing support for the workers accordingly
