The New Hampshire Department of Energy (Department) is seeking proposals from qualified firms or individuals to develop analyses, recommendations and reports in response to stakeholder feedback received during the 2025 Review of the Renewable Portfolio Standard (RPS) as outlined in RSA 362-F:5. The Department has commenced its review and will facilitate stakeholder sessions in April, May and June to obtain both oral and written comments to be provided to the consultant. In addition to the areas for review identified in 362-F:5, the analyses shall include methods for setting the New Hampshire RPS Class III obligation on a prospective basis for calendar year 2025 and beyond. The proposals should also include an analysis of the Class III market (Existing Biomass/Methane), to allow for the development of a recommendation regarding possible permanent adjustments to the Class III renewable energy certificates (RECs) obligation for proposal to the New Hampshire Legislature as part of the November 1, 2025 report to the New Hampshire Legislature.
