CGS 32-222 and 223, provides DECD the authority to support Business Development projects under the Manufacturing Assistance Act to support economic diversification of the economy of an area of the state or manufacturing or other economic base business to assist or improve the economy of an area of the state; support of substantial workforce development efforts; promotion of community conservation or development or improvement of the quality of life for urban residents of the state; Any recommendation should be consistent with the goals of promoting the health, welfare, and safety of people in Connecticut; increasing their quality of life; boosting tourism; stimulating the economy. Recommendations should look at opportunities to improve pedestrian access and infrastructure along the McDermott Rd loop in North Haven, CT around Rt17/Middletown Ave from Quinnipiac Ave/McDermott Rd where Quinnipiac Ave connects with Westminster St and runs back out to Rt 17 in the South. The study will need to include the following subject matters: • Economic: o direct, indirect, quantitative and qualitative economic impacts to the state and to the region surrounding the property; ▪ Current use • Environmental: o Environmental investigation o Flood plain impacts o Costs to handle environmental issues and challenges o Resiliency infrastructure • Regulatory: o Federal, state and local government obligations ▪ permits, ▪ approvals, ▪ statutes ▪ regulations o Obstacles for construction or redevelopment ▪ Solutions (avenues) ▪ Costs • Creation of a pedestrian-friendly district and consistent infrastructure to drive economic development activities in North Haven along the McDermott Rd loop (Rt17/Middletown Ave from Quinnipiac Ave/McDermott Rd where Quinnipiac Ave connects with Westminster St and runs back out to Rt 17 in the South) o Cost-Benefit Analysis of various options ▪ current use ▪ alternative use options • commercial, • residential • recreational and • other o Recommendation based on results of economic, environmental and regulatory analyses
