The services solicited within this RFP include Financial, Program and Equal Opportunity compliance monitoring of the SEMCA subrecipients. The monitoring will be conducted for the fiscal years in compliance with the most recent Federal and State guidance (Uniform Administrative Requirements, Cost Principles, and Audit Requirement for Federal Awards, currently July 1-June 30 for WIOA related programs and October 1- September 30 for all PATH and Welfare related programs. The monitor will: a. Meet with SEMCA program and fiscal teams to review and finalize the monitoring tools. b. Hold an entrance conference with subrecipient staff c. Review documentation of specific funding identified. d. Complete financial monitoring (see example, Exhibit A). e. Complete programmatic monitoring (see example, Exhibit B). f. Complete Equal Opportunity monitoring (see example, Exhibit C). g. Copy any documentation related to problematic areas. h. Provide brief explanation(s) for problem areas identified during the review. i. Provide a detailed Monitoring Report including areas of concern, and suggestions on rectifying corrective actions to not have repeated findings
