Contractor(s) will provide community-based residential services to juvenile offenders under the supervision of SCDJJ. Public and private organizations are eligible to apply. Youth served may be on Probation, Parole or Transfer status. Each program must also be willing to serve pre-adjudicated youth housed in a STAP. Because these facilities serve youth at various stages of the juvenile justice process, it is crucial that the Contractor(s) be able and willing to adapt their program design to meet the agency’s evolving needs. Contractor(s) must ensure that all facilities comply with the licensure requirements of SCDSS and maintain compliance through mandatory relicensing, as enforced by SCDSS. Contractor(s) will provide group home, educational services, and vocational services that comply with state and federal laws as well as SCDJJ requirements. Family involvement and family-based intervention is required and interaction with the family should be established early within the program. Contractor(s) must ensure that all service components meet or exceed the requirements outlined in the State Standards for Residential Services provided in Attachment 1. Care plan goals should be structured to be achievable within the youth’s designated length of stay. To support successful reentry, Contractor(s) must collaborate with CCM to develop tailored recommendations for the youth’s aftercare plan.
