The PacifiCorp 2025 Integrated Resource Plan (IRP) and PacifiCorp’s 2023 Clean Energy Plan established an action item to conduct a small-scale renewable request for proposals (or “bids”) (2025 OR SSR RFP) to acquire small-scale renewable resource (SSR) capacity sufficient to meet the requirements of ORS 469A.210.1 Based on current estimated projections, PacifiCorp is looking to procure as much as 320 megawatts of capacity from small-scale resources that meet this requirement. Accordingly, the 2025 OR SSR RFP will accept and evaluate cost-competitive bids for resources with the following characteristics: 1. Nameplate capacity of 1 - 20 megawatts; 2. Generates electricity from wind, photovoltaic (PV) solar, wave, geothermal, hydroelectric, 2 biomass, 3 or other sources of energy that may be used to comply with Oregon’s Renewable Portfolio Standard.4 Storage resources (e.g., battery) will only be considered when co-located with SSR-compliant PV solar facilities; 5 3. Have a guaranteed commercial operation date (GCOD) on or before December 31, 2029;6 4. The resources are approved or certified by the Oregon Department of Energy as Renewable Portfolio Standard (RPS)-eligible generation resources (RPS Certification) within 90 days of COD, and will maintain RPS Certification throughout the duration of any agreement with PacifiCorp;7 5. The bids submitted reflect firm pricing at the time of bid and pricing is held firm through March 31, 2026; and 6. The bids meet the minimum eligibility requirements of this RFP listed in Section 3.H Minimum Eligibility Requirements for Bidder, and otherwise complies with the requirements of this RFP.
