The City of Lakewood is seeking a qualified consultant to coordinate with the city’s emergency managers on the development of an annual emergency tabletop exercise through supporting the city’s Tabletop Exercise Committee (TTEC). Additionally, the city is seeking assistance in identifying appropriate emergency management training for all staff and developing a training schedule. The selected consultant will be responsible for the following items: 1. Provide guidance to the emergency managers in producing a high-quality, realistic emergency tabletop exercise for city employees. 2. Support the efforts of the Tabletop Exercise Committee members in their designing of the emergency tabletop exercise. 3. Assist the emergency managers in facilitating the emergency tabletop exercise on November 14, 2025. 4. Collect data during the emergency tabletop exercise for use of a gap analysis to include as a design element in the 2026 annual exercise. 5. Assist emergency managers in designing and delivering a meaningful debrief with the exercise participants on November 19, 2025. 6. Assist emergency managers in designing and delivering a meaningful debrief with the TTEC members on November 20, 2025. 7. Design an emergency management training program and schedule based on all applicable federal, state, county and local requirements and mandates.
