3.1.1. 1. Project Planning and Management a. Provide advice on the development of a comprehensive Project management plan, including: schedules, budgets, risk assessments, and communication protocols for a large-scale thermal energy network project. b. Identify and advise on optimal Project delivery models and contract structures based on best practices and Project requirements. c. Assist with ensuring compliance with federal, state, and local regulations, particularly those governing eligibility for the federal ITC. d. Assist the City in reviewing scopes of work, specifications, and procurement documents prepared by others, but the OR will not be responsible for drafting contracts or directly procuring vendors. 3.1.2. 2. Engineering Advisory Services a. Advise the City in the design development and design processes as they are carried out by the geothermal engineering firm hired to design the Project. b. Comment on potential site locations for geothermal borefield arrays identified by the engineering firm hired to design the Project, taking into account geological, environmental, and operational factors. c. Review and provide technical feedback on the feasibility studies and preliminary schematic designs for the networked geothermal system. d. Provide technical oversight and feedback during the development of detailed engineering designs, ensuring alignment with Project goals and compliance requirements. e. Assist the City in reviewing the sizing, performance, and delivery system specifications of the heat pump retrofit of Union Station to ensure successful connection to the geothermal energy network and the existing HVAC delivery system. The OR will not be responsible for detailed HVAC system design but will assist the City in reviewing design documents to ensure interoperability with the geothermal energy network. 3.1.3. 3. Construction Oversight a. Assist the City in monitoring Project schedule, budget, and quality standards and coordinating stakeholders at the Housing Authority of New Haven and the New Haven Parking Authority (the entity managing the day-to-day operations of Union Station) to resolve technical or logistical issues as needed. The OR will not manage or supervise staff from the Housing Authority of New Haven or the New Haven Parking Authority but will coordinate with these entities as needed to assist in resolving technical or logistical issues. b. Review contractor requests for information submittals, change orders, and progress reports to ensure compliance with Project requirements, in particular domestic content and Build America Buy America. c. Conduct regular site inspections and review reports on construction status produced by the Project Manager to identify any risks or delays and to propose mitigation strategies.
