The City engaged Stantec to conduct a study to determine the assessment amount to be allocated to each parcel of property within the HOA area (Emerson Park Assessment Area) to pay a portion of the cost of raising the standard of the existing roadway infrastructure to the level required by the City. The improvements are expected to include pavement resurfacing, repair and/or improvement, new asphalt installation to replace brick pavers in certain areas, and the repair, improvement and/or installation of curbs, sidewalks, street lights and traffic signs. The assessment will fund costs related to the improvements, together with financing costs, contingencies, assessment program costs and the annual cost of collection of the assessments.
