1. SCOPE OF WORK a. The work included in this contract involves furnishing all personnel, equipment, labor, material, supplies, etc. necessary to perform wet well cleaning at sixteen (16) sewer pump station sites within the City of Mercer Island, WA. b. All work incidental and necessary to the completion of the work described and shown shall be performed by the Contractor. c. In submitting a bid for this project, the Bidder warrants that they are an expert in this and related work, that they understand the process and functions shown, and that various work and processes not shown but necessary for the successful operation of this project will be provided by the Contractor. d. Separate payment for mileage, travel time or mobilization fees is not allowed. e. Existing control primary sensor and fog-rod located in each wet well must be protected from damage by the Contractor during his/her operations. These level sensors must remain in operation throughout the cleaning process. Any damage done to said sensors must be immediately repaired by the Contractor at their expense. f. A number of sites have limited or no vehicle access and require the use of a barge: i. Barge operations shall be in compliance with all Local, State, and Federal requirements for work over Lake Washington. ii. Barge pilots/operators shall navigate at controlled speeds and power settings to prevent grounding, reduce substrate disturbance and sediment displacement, and maintain safe clearance from both above- and below-water infrastructure. iii. Appropriate materials to contain and clean potential spills shall be stored and readily available at the work site and/or aboard project-related vessels. iv. Barge may utilize existing City docks where available. City docks are typical in construction with a precast concrete deck upon 15’-30’ length pressure treated wood piles. Some may have additional 2x6 wood decking placed atop. Additional dock details provided in RFP attachments. v. Contractor shall be responsible for repair or replacement of any damage to existing docks, sea walls, bulkheads, rockeries, underwater pipes and/or structures. vi. Pump sites 10, 13, 17, 19, and 24 have been identified as requiring the use of a barge to access. vii. Contractor may elect to use a barge to access all sites; however, use of the barge to access sites that are otherwise accessible by land must result in no additional cost to the City. g. The Removal and Disposal of all material from the Wet Wells is the responsibility of the Contractor. i. All debris, solids or semi-solids resulting from the cleaning operations shall be removed from the site and disposed of at a legally permitted site for that purpose. ii. At a minimum all materials shall be removed from the site at the end of each workday. Under no circumstances will the Contractor be allowed to accumulate debris, etc., on the site of work beyond the stated time, except as approved by the City. iii. No dumping or stock piling of these materials will be allowed at any of the pumping stations.
