The Alabama DHR Supplemental Nutrition Assistance Program (SNAP) seeks a vendor to provide consultant services for the State’s SNAP Employment and Training program (SNAP E&T) known as the Alabama Resources for Enrichment, Self-sufficiency, and Employability Training (A-RESET). SNAP E&T provides educational and training opportunities to SNAP recipients to help recipients enhance their economic circumstances. The consultant would assist Alabama SNAP E&T in drafting its annual plan, in increasing partner capacity and infrastructure in counties where the state currently operates a SNAP E&T program. Other services may include but are not limited to; identification of potential local partners and increased development of sustainable third-party partnerships; which may include private and public non-profit agencies and community-based agencies; and advising the state staff on how to engage partnership with the community college system. The Employment and Training Consultant Services vendor will work with the partners on growing their SNAP E&T program capacity by identifying available resources within and outside of their community and to develop and maintain onboarding processes. The consultant will also be responsible for equipping State staff to operate the A-RESET program independent of any outside consultants. The State’s E&T program currently focuses on all Work Registrants and anyone that volunteers to participate in the program.
