Citrus County, Florida invites interested parties to submit a Proposal to provide Disaster Recovery Assistance and Emergency Debris Management Services for the County for the removal of debris resulting from catastrophic events such as tornadoes and hurricanes for County, State, and Federally declared disaster events. Services may include, but not be limited to: 1) collecting and removing debris, including the clearing and removal of debris from the public rights-of-way, streets and roads, 2) demolition and removal of condemned structures and buildings that pose a threat to public safety as a result of the disaster event, 3) processing debris including sorting, grinding, mulching, and burning, and disposing of debris at designated sites within Citrus County, 4) establishing and operating temporary debris staging and processing sites, and 5) collecting and disposing of hazardous waste, bio-hazardous waste and dead animals. All services provided shall be in conformance with established FEMA, FHWA and/or Florida Emergency Management regulations or criteria. Award of the Request for Proposal will be made to multiple Respondents. Utilization of emergency debris management services will be initiated when the magnitude of an emergency is such that the County is not able to manage with its own resources. Requests for services will be issued to those selected Respondents in the order of their ranking based on the evaluation criteria scores resulting from this RFP. Utilization of more than one selected Respondent will depend on the magnitude of the emergency and is at the County’s sole discretion.
