I. Purpose The Solid Waste Department (âSWDâ) of Sarasota County (âCountyâ) will contract with an engineering firm to provide consulting services related to the development of a public-private partnership agreement (âP3 Agreementâ) for a new single-stream Materials Recovery Facility (âProjectâ) that will process and market (sell) recyclable materials. The facility may serve as a regional processing location for recyclables from other sources including, but not limited to, the cities within Sarasota County or other government agencies outside Sarasota County. The site for this proposed Project has not been selected but is expected to be located on existing County-owned property near the Central County Solid Waste Disposal Complex (âCCSWDCâ) located at 4000 Knights Trail Road. The property may be undeveloped and require environmental, siting, permitting, and zoning services. A potential candidate site for the facility is shown in Figure 1. The County anticipates that the Project will be delivered using a publicprivate partnership contract with a design, build, finance, own, operate, and maintain (âDBFOOMâ) contract model. The form of the contract, including the engineering services under this scope, will adhere to the requirements of Florida Statute Chapter 255.065 for public-private partnerships. II. Role of Consultant Consultant shall serve as the Countyâs technical advisor and owner's representative, as defined in II.A.2 below. Consultantâs role will include, but is not limited to, the following1: A. Technical Evaluation and Due Diligence 1. Assess the engineering and infrastructure feasibility of the Project. 2. Review and validate the plans, designs, and cost estimates provided by the selected project Project private developer (âContractorâ) for the project. 3. Provide expert guidance and advice for environmental impact assessments to ensure compliance with regulations. B. Design Review and Quality Control 1. Ensure that the proposed designs align with the Countyâs specifications, standards, and long-term needs. 2. Identify potential risks in construction methods, materials, or design flaws. 3. Monitor adherence to local, state, and federal codes. C. Project Management & Oversight 1. Provide independent oversight throughout design and construction to protect the Countyâs interests. 2. Review Project timelines, schedules, and budgets and make recommendations to enhance efficiency. 3. Identify and provide recommendations to mitigate risks that could cause cost overruns or delays. D. Contract and Procurement Support 1. Advise on procurement strategies and Contractor selection criteria. 2. Assist with drafting and negotiating technical sections of P3 Agreement. 3. Verify that performance metrics and quality expectations are properly defined. E. Construction Oversight and Compliance Monitoring 1. Conduct site inspections to ensure compliance with specifications and standards. 2. Monitor Contractor performance and adherence to Project milestones. 3. Verify Project meets quality standards and Contractor is providing infrastructure as required by the P3 Agreement. F. Operations and Maintenance Planning 1. Evaluate long-term operational requirements and facility operations and maintenance lifecycle costs. 2. Advise on maintenance plans and asset management strategies. 3. Ensure that the Project is designed for efficient, long-term public use. G. Public and Stakeholder Communication 1. Support public outreach efforts by providing technical clarity on Project benefits and risks. 2. Assist the County to address concerns raised by community members or regulatory agencies. 3. Act as a liaison between the County and Contractor. 4. Provide facilitation of coordination and planning meeting(s) with County departments and/or external partners.
