Through the work product of this RFQ, the Commonwealth is seeking to identify vendor(s) to provide leadership coaching for the following six EOE staff members with leadership and management responsibilities: Undersecretary & Chief of Staff Undersecretary & Chief Operating Officer Chief Financial Officer Secretariat Chief Information Officer Secretariat Human Resources Officer Operations Project Manager Business Requirements - The selected vendor shall: • Have coaches assigned to this project with at least ten (10) years experience coaching, training, and advising organizational leaders, preferably in state government or other public sector settings. Expected outcomes and deliverables: • Administer an assessment or intake of the six leaders, including in-person observations of leadership activities, and prepare compiled reports with feedback and proposed action items, and develop a plan and schedule to provide support to participating leaders. • Conduct quarterly check-ins with the Undersecretary & Chief Operating Officer to share areas of focus for each operations staff member and identify where the Undersecretary can best support progress for each staff member in their leadership development. • Proposal detailing a course outline which includes recommended schedule, duration, and number of sessions to effectively support EOE leaders. • Desired training topics may include transformational leadership, effective communication, setting individual and team goals, providing and receiving feedback and utilizing evaluations for positive growth and development, accountability, employee motivation and engagement, conflict management, change management, and more based on observation and assessment of each leader. • Provide a pool of diverse, certified coaches who can facilitate individual coaching sessions as needed to include: • Individualized interpretation of assessment results or gathered feedback. • Creation of an action plan for each leader to include developmental activities and follow-up evaluation mechanisms to measure improvement. • A series of coaching sessions which focus on needed mindset realizations and skill development. • Tools and resources for each leader to reference during and after the conclusion of the sessions. • On a quarterly basis provide: • Organization-wide recommendations that capture observations from work with leaders to include growth opportunities for leadership development • The number of coaching sessions provided during the quarter. • The winning Bidder will execute a Statement of Work with EOE that includes obligations of confidentiality.
