A. The Proposal shall include a clear outline of the proposed intervention or program that shall include: 1. A clear and concise summary of the interventions and strategies to be used; 2. A description of how the proposed program will achieve the desired outcome of decreasing gun violence; 3. Any supporting data; and 4. The plan for use of data and strategic planning in this work. B. The Proposal shall include: a. The method for selecting, training, supervising and supporting staff to deliver the service; b. The qualifications required of front-line staff who will deliver services in the community; preference will be given to proposals that employ a method to select qualified and credible staff from the community being served; and c. Documentation of the qualifications, training and experience individuals in key leadership and/or supporting positions. C. The selected Respondent shall demonstrate: a. Capacity to carry out the proposed program within their existing infrastructure, including adequate staffing or ability to recruit and train necessary supervisors and front-line staff; b. Some understanding of violence as a public health issue; c. Some understanding or willingness to learn the application of principles of disease control to violence; and d. Active involvement with the Community and demonstrate ways to actively obtain community input.
