A. PART A: Pre-Construction Phase • Assist County staff with a capital improvements recommendation to County Council. • Attend project meetings, workshops and council meetings. • Conduct field investigations and prepare reports. • Work side by side with the county project manager, county staff and architect/ engineer consultant throughout. • Make recommendations regarding alternative construction materials, methods or concepts that may be of benefit to the County. • Review architect/ engineer consultant submittals and make recommendations relating to cost, constructability, and other technical and economical characteristics of a particular design or material selection. • Provide cost estimates for various design schemes and construction assembly options. • Submit critical path method calendar schedules and reports. • Solicit and evaluate subcontractor qualifications. • Solicit, schedule, and lead pre-bid meetings. • Prepare subcontractor bid packages. • Solicit and evaluate subcontract bids. • Develop bid alternates and value engineering options to meet established construction budget. • Prepare guaranteed maximum price (GMP) proposal.
