• Firm will conduct and facilitate a series of on-site focus groups with staff at all levels; and separate focus group with elected officials (only) to recognize priorities, SWOT’s (Strength’s, Weaknesses, Opportunities, Threats), suggest or provide data for analysis and consideration in development of an Operational Strategic Plan for the City. • Collaborate with City staff and Administrative team to determine priorities. Firm will facilitate City management team session(s) to further discuss results of focus groups and outline priorities and tactics to achieve those priorities. Through these sessions, the following deliverables will be accomplished in draft form for eventual approval by City elected officials: o Vision Statement o Mission Statement o Values (Defined) o SWOT’s o Goals (Must be measurable) o Action Plan (Must include specific task/accomplishment, Team Leader responsibilities, milestones reporting/actions and firm deadlines for task/project completion) o Controls (Milestones to evaluate plan accomplishments and progress reporting to City elected officials and staff to achieve success) • Prepare 3-5 year Operational Strategic Plan priorities with all the elements noted above including a 12-18 month action plan with measurable goals • Recommend/develop template for Repeatable Plan Process • Work with City Administrator, Group Managers and Communications/Strategy Department to develop Operational Strategic Plan presentations and be available to present results to elected officials and City Staff • Develop an annual “Report Card” template on strategic plan, goal accomplishments, and accountabilities • User Database and Data Ownership
