EOHHS, on behalf of the Department Public Health Hospitals (DPHH), Department of Mental Health (DMH), and State Office for Pharmacy Services (SOPS), (referred to collectively herein as “The Agencies”), is soliciting responses from qualified Bidders who have the skills, background, and staffing to function in the role of a System Integrator (SI) to manage the implementation of a single, integrated Electronic Health Record (EHR) system for the Agencies using the latest version of Oracle Health’s Cerner EHR. The SI will provide Project Management, Organizational Change Management, system build and configuration, data migration/conversion, testing, training and support activities as described in this Request for Response (RFR). The Oracle Health EHR will be a full replacement of the electronic records systems at the DPH and DMH Hospitals and DMH state-operated outpatient clinics and community services and SOPS, as well as a replacement for the largely paper-based medical records system and other systems associated with referral to services, care coordination, provider contract monitoring and utilization management.
