ADVERTISEMENT FOR COST ESTIMATING CONSULTANT The University of California, Los Angeles, requests a written response to this Request for Qualifications (RFQ) to select consultants to provide cost-estimating services for various non-specific UCLA projects. Project scopes may range from concept cost models for early planning studies to design phase and pre-construction estimates. The selected consultant(s) will work under a Professional Services Agreement (PSA) with the University, with authorizations for specific cost consulting assignments from projects managed by UCLA Capital Programs, Facilities Management, UCLA Health, UCLA Housing, or UCLA Real Estate. The tasks would be executed as necessary over the term of the agreement, which may be up to three years. The scope of services will vary according to the specific requirements of each assigned task, with appropriate fees negotiated per UCLA policy at the time of each authorization. Aggregate fees will range from $500,000 to $2,000,000 over the PSA term. However, the selection of any consultant for these cost consulting assignments does not guarantee that fees of that value will be expended. The selected consultant(s) will demonstrate a proven ability to offer realistic cost models based on concept-level and/or schematic-level sketches and other information, accurate quantity take-offs for design-phase and pre-construction cost estimates, and work flexibly with evolving information and scope definition levels. Familiarity with comparative data and the full range of project types undertaken by UCLA, including new construction, renovations, healthcare, housing, classrooms, laboratories, dining facilities, and other project types, is required. Previous experience in public university settings is preferred. At its sole discretion, the University may select up to three cost-estimating firms to consult for non-project-specific assignments with the University. Each Cost Estimating consultant selected will work under a Professional Services Agreement (PSA) negotiated with the University, with authorizations for specific assignments from UCLA Capital Programs, Facilities Management, UCLA Health, UCLA Housing, or UCLA Real Estate. This selection may not cover all cost-estimating services performed by the University. There may be separate selections for large projects through project-specific advertisements and selection processes. There may also be instances of small projects that other firms will perform if they require special knowledge, skills, equipment, or availability of personnel. The final selection and appointment of the Cost Estimating Consultant(s) are contingent upon project approval by the University of California Board of Regents or their delegated authority.
