Electrical Distribution & System Upgrades 1. Voltage Upgrades • Replace the existing 4160V distribution with a 13.8KV system. 2. Feeder & Circuit Analysis • Engage Eversource to assess: o Feasibility of upgrading to a 13.8KV feeder. o Number of available circuits in the area. o Potential addition of an air break switch. 3. Dedicated Feeder • Explore options for a dedicated feeder to the Industries Building. 4. Switchgear & Load Centers • 13.8KV switchgear should use breakers (not switches). • Load centers must have A/B feed with bus tie capability. 5. Transformers • Prefer oil-cooled transformers. • Ideally installed on grade. • Shall have the provisions for isolation switching capable of preferred and alternate feeders. Site Assessment & Infrastructure Review 1. Conduit Evaluation • Review and document the condition of existing conduits. • Identify any spare conduits for potential reuse. 2. Space Planning • Determine suitable locations for new equipment, including: o Switchgear inside the secured perimeter. o Additional equipment outside the perimeter (Power Plant). 3. Duct Bank & Soil Testing • Conduct test borings in all proposed areas for new duct bank installation. Emergency Power & Redundancy 1. Backup Generation • Proposed emergency generation should provide 100% backup. • Include automatic transfer switches (ATS) and redundancy. Project Planning & Future Considerations 1. Phasing Plan • Develop a phasing plan in coordination with DCAMM and the DOC Project Manager for all proposed options. 2. Future Expansion • All design options must accommodate future expansion (e.g., electrification needs). 3. Hazardous Materials • Include Hazardous Material Assessments of existing systems where practicable.
