Specifications include, but are not limited to: The successful Contractor shall provide underground utility locating services before any excavation or construction activities. Services include design locates, survey locates, pipeline locates, and engineering locates to detect underground utilities such as power, water, gas, telephone, fiber, and HVAC lines. This comprehensive approach by the successful Contractor is expected to ensure that all critical underground utilities are accurately identified and documented, preventing costly repairs and design errors, which will significantly reduce risk. The successful Contractor must meet the following specifications: Standard Compliance: • All utility locate services must comply with the American Public Works Association (APWA) standards for utility location. • The Contractor must be familiar with and comply with Washington State RCW 19.122 and any local ordinances related to utility locating. • The Contractor must use equipment and practices that adhere to the American Society for Testing and Materials (ASTM) standards for underground utility locating. Equipment Requirements: • Utilize advanced utility detection devices and tools such as ground-penetrating radar (GPR), electromagnetic locators, and video pipe inspections, as appropriate, to accurately locate all utility facilities within the defined project area. • All equipment must be calibrated per manufacturer specifications prior to any locate activity. • The Contractor must mark all underground utilities using paint strips of a minimum of two inches by 12 inches in the colors listed below. o Red – Electric Power Lines, Cables, Conduit and Lighting Cables o Yellow – Gas, Oil, Steam, Petroleum or Gaseous Materials o Orange – Communication, Alarm or Signal Lines, Cables or Conduit o Blue – Potable Water o Purple – Reclaimed Water, Irrigation and Slurry Lines o Green – Sewer and Drain Lines
