Scope of Work. The Independent Contractor will be fully responsible for the review, analysis, and evaluation of all materials filed by the Utility Vectren Energy Delivery of Ohio, LLC d/b/a CenterPoint Energy Ohio (“CenterPoint”) and any other parties in the proceeding relating to the determination of the appropriate revenue requirement, specifically rate base, operating income and the overall revenue requirement (excluding rate of return) in Case No. 24-832-GA-AIR, et al. The Independent Contractor will also be responsible for the analysis and evaluation of revenue requirement background materials as may be provided by OCC or identified by the Independent Contractor during the course of its review. The Independent Contractor will be expected to bring to its analysis substantial experience in evaluating all issues related to revenue requirements for the Utility. Summary. On September 19, 2024, CenterPoint's application for an increase in its rates in Case No. 24- 832-GA-AIR, et al. was accepted. CenterPoint’s last rate case was decided by the PUCO on August 28, 2019, Case No. 18-298-GA-AIR, et al. In that case, the PUCO approved a partial stipulation that increased CenterPoint’s distribution revenue by $23 million, with an authorized rate of return of 7.48%. Work Requirements and Deliverables. The Independent Contractor shall undertake the following work and activities, as requested and approved by OCC, for the identification, analysis and development of issues related to the revenue requirement proposed by the Utility, the PUCO and other parties and the recommendation of appropriate rate base, operating income and revenue requirement for the Utility in the proceeding. Deliverable 1 A. Review and prepare an analysis and critique of the Utility’s proposed revenue requirement including a review of the Utility’s Application, work papers and supporting testimonies. B. Provide technical support on revenue requirements for the discovery process in the proceeding, including: 1. Prepare discovery, (interrogatories and requests for production of documents); 2. Review responses to OCC's discovery; 3. Attend depositions scheduled as required by OCC's Lead Attorney; 4. As required, give deposition testimony; and 5. Review discovery requests served upon the OCC by other parties and assistance in preparing OCC’s responses to such discovery.
