The City of Minneapolis City Auditor’s Office, Audit Division (hereinafter referred to as Audit) makes this Request for Proposals (hereinafter referred to as the RFP) in order to select a qualified Consultant for providing After-Action Reviews and Reports on the City’s involvement in and response to all incidents and resulting cases between Davis Moturi and John Sawchak as well as on the City’s involvement in and response to all calls by or on behalf of Allison Lussier and resulting cases including but not limited to any investigation into her death (hereinafter called the Projects). The Projects are generally described in the “Scope of Services” (Attachment B), contained within this RFP, including descriptions of roles, responsibilities and relationship of the Consultant, City, and other parties involved in the Project.
