VCSFA desires to obtain a study to identify feasible sites for a launch vehicle flyback pad location capable of landing heavy rocket boosters. The flyback pad would be a multi-user location where a launch vehicle stage, such as a booster, can return to earth after separating additional vehicle stages and land safely for refurbishment and reuse. The flyback pad will need to meet the requirements of multiple reusable launch vehicles operating from MARS, and also will need to consider additional vehicles pursuing 'point-to-point' operations from other launch locations. The study shall take into account the 2022 Goddard Space Flight Center Master Plan Digest found in Attachment A. The study will need to address the following: 1. Feasible options for the flyback pad site. 2. General requirements for access and operation. 3. Post-recovery considerations including transportation pathways for stakeholders to consider before entering a formal design phase. 4. Long-term strategies of stakeholders, environmental and climate factors, operating costs and utilization demands.
