This request for competitive contract proposals is for planning work, project oversight, construction management, lead service line inventory management, and construction inspection for Phase 5 which consists of replacement of approximately 1,440 LSLs in Trenton, and approximately 470 distributed through Ewing and Lawrence Townships in accordance with the township paving plans. Paving plans for Trenton, Ewing, and are included in the Appendix. Anticipated schedule of milestones: 1. June 2025: I-Bank Authorization to award construction contract closing on short term loan to secure State FY25 financing. 2. September 2025: Review and finalize list of replacement addresses based on latest service line material data, and paving jurisdiction scheduling needs. 3. October 2025: construction begins, scheduling to accommodate paving plans in Trenton, Ewing and Hamilton 4. October 2025 – September 2027 LSL Replacements- construction and inspections, 5. July 2026 – Annual DEP LSL inventory, progress and plan compliance reports due 6. August 2026 – Annual DEP required customer notifications 7. March 2026 – Oct 2027, Site restorations, road paving as needed 8. August 2027 - Transfer remaining project record/data documents to TWW 9. October 2027 – project closeout, 10.December 2027 – assistance with I-Bank project closing, Long Term loan and Bond Pool process
