Phase I Environmental Site Assessment 1. Task 1 objective is to conduct a combined Phase I ESA in accordance with the latest version of ASTM Standards and CT DEEP Site Characterization Guidance Document (SCGD) for the Manufacturing Parcel and the North Parcel. 2. Task 1 includes but is not necessarily limited to the following: a. Conduct a thorough site inspection to identify potential environmental concerns. b. Review historical records and previous environmental reports and any proposed ELURs. c. Perform interviews with property owners, occupants, and local government officials. d. Examine available public records including regulatory databases, historical maps, and aerial photographs. e. Identify any Recognized Environmental Conditions (RECs) 3. Deliverable: Prepare a detailed Phase I ESA report including findings, conclusions, and recommendations for further investigations of both the Manufacturing and North Parcels. Task 2: Phase II Environmental Site Assessment 1. Task 2 objective is to complete a combined Phase II ESA of the Manufacturing Parcel and North Parcel based on outcomes from Task 1. Additionally, the Phase II ESA is to assist with further evaluation of alternate uses beyond those in the currently proposed ELUR. 2. Task 2 includes, but is not necessarily limited to, the following: a. A Preliminary review of existing environmental reports and historical data for the properties. b. A review of existing environmental reports and historical data for the properties. c. Develop a comprehensive work plan outlining the scope of the subsurface investigation activities.
