Interpretive elements or signage that provide educational context about the history of the tower and City of Elk River should be incorporated throughout. o Public Accessibility – The park must be accessible to all visitors, including individuals with disabilities. Pathways, seating areas, and amenities must comply with ADA standards to ensure everyone can enjoy the park. o Landscaping and Green Space – The design should incorporate landscaping with a mix of ornamental and native plants. Grass areas should be included for passive recreation, such as picnicking and lounging. o Hardscape Features – Benches, sidewalks, and other park features should be strategically placed to create a pleasant and functional environment.
