The San Antonio City Council voted in September 2023 to put $500,000 toward a Reproductive Justice Fund, and in April 2025, Council approved an additional $100,000 for “downstream” services not addressed through the previously awarded amount. “Reproductive Justice” is a term coined by the National Black Women's Reproductive Justice Agenda and encompasses the right to have children, the right to not have children and the right to nurture children in a safe and healthy environment. In public health, the term “upstream” refers to policy approaches that have potential to affect large populations, compared to “downstream,” immediate needs. Metro Health seeks to award one or more community-based agencies with funding to promote Reproductive Justice through free, culturally and linguistically appropriate, reproductive and sexual healthcare services to residents in geographic scarcity areas and/or to populations most in need in San Antonio.
