The City of Dayton (City) requests competitive proposals for a vendor to operate the City’s established Off-site Health and Wellness Clinic. The necessary information for a party to respond to this RFP is as follows: Current Plan and Clinic Information • TPA Services: Aetna effective 1/1/25. The prior carrier was Anthem. • Health Insurance Network: Aetna Choice Point of Service II (CPOSII) • Pharmacy Benefit: Aetna • Wellness Program: Internal with support from Marathon Health • The DOC (Dayton Offsite Clinic) access for all members enrolled in the medical plan provided by Marathon • HSA Banking: 1) CODE Credit Union and 2) Firefighters & Company Federal Credit Union • EAP Services: Premier Health’s Employee Care • Current Enrollment System: BTR/bswift • The DOC: In December of 2016, the City opened their off-site clinic called The DOC (Dayton Offsite Clinic). The DOC is managed by Marathon Health (formerly Everside and/or Healthstat). All members over the age of 2, covered on the City’s medical plan, have access to The DOC for primary care, urgent care needs, occupational medicine, and x-ray services. The DOC stocks 100+ of the most prescribed generic medications. Employees are allowed to visit The DOC on company time. The charge is $20 which covers their visit and the cost of any stocked medications. • The DOC staff: The DOC is currently staffed with one (1) full-time doctor, two (2) part-time (20 hours a week) nurse practitioners, and two (2) full-time medical office assistants, with one (1) medical office assistant certified to perform x-rays. The DOC also employs one (1) part-time wellness coordinator who meets with individuals one-on-one but also develops company-wide programs based on conditions identified through claims data (for example, diabetes and blood pressure programs). The City is also looking to add one (1) part-time or full-time behavioral health staff member, and additional necessary staff to provide on-site physical therapy services for City staff. • Insurance Claims: No claims for visits to The DOC are run through the health insurance. • Ohio BWC Claims: Occupational-related claims will be filed with the Ohio BWC; however, individual BWC billing for occupational treatment services will not occur.
