he District of Columbia Housing Authority (DCHA) and its properties must comply with Section 504, Title II of the ADA, and the Fair Housing Act. DCHA seeks a consultant(s) to review the compliance of its public housing and project-based voucher properties with the accessibility standards required by Section 504, the ADA, and, when applicable, the Fair Housing Act. b. DCHA has an inventory listing of approximately 700 accessible units that were designed to meet the requirements of the Uniform Federal Accessibility Standards (UFAS). The UFAS units are in various building types on more than 20 DCHA properties located in all four quadrants of the District of Columbia. The building types include elevator buildings, garden apartment buildings and townhouses. DCHA intends to engage one or more qualified architect/engineering firms or accessibility consultant(s) that are knowledgeable of the requirements of the UFAS and the ADA to visit these units, including all accessible routes and common areas, and complete surveys to confirm that the accessible features, including the physical measurements of the units, fixtures, appliances, and accessories in each unit and accessible route comply with the UFAS and the ADA. Initial visits shall also document any repairs, replacement and adjustments required to any units, common areas, and accessible routes that will return the units to full UFAS and ADA compliance. Follow-up surveys will be necessary to confirm repairs made in response to the noted deficiency. Surveys of UFAS compliance shall be conducted using the U.S. Department of Housing and Urban Development (HUD) UFAS Compliance Checklist as a guide. ADA compliance shall be documented using a format mutually agreed upon by the parties. Copies of all completed surveys shall be provided to DCHA. The UFAS survey and ADA findings will ideally be provided electronically using a database or software, rather than providing them in paper format. d. Consultant must be prepared to commence survey work within thirty (30) days of award. Surveys shall be completed in accordance with a schedule agreed to by Consultant and DCHA, with priority for expeditious completion of surveys. The deadline for completion of all surveys will be agreedupon by the Parties but shall in no event be later than one (1) year from commencement of work.
