The City of Pasadena Planning & Community Development Department, Building and Safety Division and Code Enforcement is seeking the services of qualified consulting firms to submit proposals to provide plan review services for new single family, multi-family, and commercial rebuild projects, fire debris removal review services, inspection, permit processing, and administrative staffing services for the Eaton Fire rebuilding. The objective includes responsibility for conducting plan reviews in compliance with the California Building Standard Codes, Pasadena Municipal Code, and other Life Safety provisions, Governor’s Executive Orders, and all other State, local, and applicable laws in order to meet expressed plan review turnaround times as established by the department, currently at 10 calendar days or less for new submittals and a 5 calendar day turnaround for rechecks. The scope of services includes, but is not limited to, structural strengthening, building repairs, building code compliances, geotechnical plan review services, soils testing review, and programmatic improvements to Eaton Fire damaged properties. The consultant shall be responsible for providing qualified staff to conduct building and coderelated inspection services to ensure development project’s compliance with the California Building Standard Codes, Pasadena Municipal Code, and all other State, local, and applicable laws. In addition to dedicated personnel, the selected consultant proposal must demonstrate the firm’s ability to provide vehicle and tools to successfully perform applicable field inspections. The consultant shall be responsible for providing qualified staff to supplement existing city staff capacity. These administrative positions may include Deputy Building Official, Supervising Plans Examiner, Plans Examiner, Building Inspector, Code Enforcement Officer, and Permit Technician. The Deputy Building Official shall be qualified to act in a supervisory role and may act in the absence of the City’s Building Official.
