Consultant services to provide pre-construction services as needed, construction management/inspection, and construction contract administration services to augment existing County construction staff as necessary for public infrastructure improvements to unincorporated areas of Stanislaus County. The Stanislaus County Board of Supervisors has approved various strategic priorities for the use of $107 million in American Rescue Plan Act of 2021 (ARPA) allocated to Stanislaus County. Of this amount, $55.8 million was assigned to Community Infrastructure – Urban Pockets / County Communities to address infrastructure needs within unincorporated neighborhoods - Riverdale Park Tract, Colorado / Rouse, Herndon, Bret Harte, and Parklawn. These neighborhoods generally lack adequate storm drainage, wet utilities, sidewalks, roads and other basic infrastructure. To improve these neighborhoods, the County will procure both a contractor and a Consultant CM firm to construct the needed improvements. The projects will be challenging in that the planned improvements will be built within existing developed areas. The Consultant shall have experience in managing the construction of these improvements and determining solutions that will arise with unforeseen conflicts with existing utilities, private property, fences, and other challenges without direction from County Staff in most circumstances. The consultant shall be expected to proactively engage the residents of the effected communities and foster good will on behalf of the County to successfully complete the project(s) on schedule and with minimum disruption to residents.
