Task 1: includes a thorough review of stakeholder engagement findings, synthesizing insights from interviews with providers, the business community, parents, and other key groups, alongside background materials provided by the client. The economic and policy research firm will conduct demographic research, focusing on population trends of 3- and 4-year-olds in Multnomah County, growth forecasts for eligible families, and socioeconomic and racial breakdowns, as well as analyzing economic and employment trends relevant to the early childhood education workforce and broader community. The report should include an analysis of the economic benefits of universal preschool and expanded child care, including parental workforce participation, cost savings to employers when child care is stable and accessible, increase in family disposable income, decrease in future costs in social services and other community interventions, and increased tax revenue that accompanies increased workforce participation. The report will also include a general analysis of the impacts to Multnomah County from the PFA Income Tax. Additionally, the team will review publicly available audit and implementation materials, including current and projected tax revenue streams, sources of revenue growth, and program-related costs to assess the financial sustainability of Preschool For All and inform future tax policy decisions. ● Deliverable: Interim report (PowerPoint deck) describing overview of findings
