4.1 TASK A: Review relevant and recently completed plans, studies, census data, major infrastructure, regulatory constraints and land use plans. • Review Hall County demographics, regional demographics, relevant census data tables, financial statements and budget to actual reports, Hall County Comprehensive Plan, Hall County Strategic Plan and the Vision 2045 Plan • Research major land holders and proposed future land use including potential land use changes. (E.g. employment, industrial, educational, medical, shopping, residential and recreation centers). • Involve public and stakeholders with follow-up as necessary. At a minimum, it is anticipated that there should be at least five (5) stakeholder meetings and two (2) public meetings. These meetings are intended to be fact finding and provide input from the large landowners for determining potential for development, timing and uses that are intended. • Identify specific areas with deficient levels of service, including sewer needs of gravity sewers, force main, pump stations and treatment, and recommend strategies for improvements. • Assess impacts of adjacent property owners and identify easements/property purchase needed for potential improvements 4.2 TASK B: Prepare draft and final Master Plan documents • Prepare and present the draft and final Master Plan for approval by County. Include possibilities of Grants, identifying funding sources, revenues and expenses of proposed capital improvements, multi-year operating financial pro-forma, and potential rates (including a multi-year phase-in approach) to be established for this Service Area.
