The Unified Government of Wyandotte County/Kansas City, Kansas, is seeking proposals from qualified consultants or consulting firms to conduct a comprehensive internal performance audit of its planning review and approval process, focusing on identifying areas for improvement in efficiency, transparency, and effectiveness. This performance audit will focus on the Change of Zone, Special Use Permit, Variance, Sign Permits, and Preliminary Plat/Final Plat/Administrative Plat applications, Site Plans, Building Permits, Inspections, etc., including the review process administered by the Planning and Urban Design Department, the Neighborhood Resource Center, and the Public Works Department herein referred to as “development process.” The audit will make recommendations to improve the operating efficiency of the process by reviewing a variety of initiatives underway to improve the process, recommend best practices on timeliness of each step of the process, use of an electronic plan submission system launched in February 2025, enhance online information, enhancing performance measures, and strengthening the quality review process. A significant effort is underway to optimize existing technology systems with the Accela Civic Platform. Information gathered as part of that process should be reviewed to reduce duplication of effort.
