The City of Berkeley (the “City”) is seeking proposals from qualified firms or consultants with experience in cultural planning, public art planning, and strategic planning to lead stakeholder engagement and a planning process resulting in a Public Art Program Strategic Plan. The consultant will be responsible for producing a Plan which will guide future public art programming and investment. The Plan will build on the Background of previous policy achievements and planning efforts adopted by City Council. Anticipated Deliverables The final product should culminate with the Civic Arts Commission’s approval of the new Public Art Program Strategic Plan by December 2026. Estimated total funding for this RFP is an amount not to exceed $110,000. Anticipated Tasks Stakeholder Engagement: • Monthly working sessions with Public Art Subcommittee and bi-weekly meetings with Civic Arts staff. • Community input sessions (at least three, in person) with community stakeholders such as artists, neighborhood groups, and commercial districts. • At minimum, two (2) in-person focus or advisory group meetings in addition to any necessary individual or small group interviews with City staff from partnering departments (including but not limited to Public Works and Parks, Recreation, & Waterfront). • Host, lead, facilitate, and attend meetings and prepare meeting agendas and summaries with City staff to provide progress reports and collective planning.
