A. The scope of this project includes both preliminary and final design of CTH G. B. The new typical section is proposed to be two 11-foot lanes and a 3-foot paved shoulder and 2- foot aggregate shoulders. 1. Within Mount Vernon, the typical section will be altered to match the existing typical section and to improve drainage. C. Supplemental field survey may be required. 1. Initial topographic survey has been completed (see attached Civil 3D drawing) D. Utility coordination 1. Initial utility survey has been completed (see attached Civil 3D drawing) 2. Supplemental Digger’s Hotline utility locate for length of project if needed 3. Supplemental survey of utilities for length of project if needed 4. Make initial list of potential utility conflicts 5. Coordinate utility moves with the appropriate utility companies E. The consultant shall be responsible for all elements of the environmental process, including but not limited to: 1. Wisconsin Department of Natural Resources (WDNR) coordination a. 1 meeting with WDNR to determine permitting needs b. Wetland Delineation was previously picked up (see attached wetland report and survey) c. Historic and Archeological coordination as deemed necessary by WDNR d. Complete WDNR Form 1600-009 permit for the project (See an example in the attachments) 2. Dane County Land and Water Resources (LWR) coordination 3. 1 meeting with LWR to determine culverts being replaced in shoreland zones 4. Shoreland Erosion Control permitting (See an example in the attachments) G. Drainage design for 6 Existing culverts H. Determine watershed area for culverts proposed to be replaced I. Use the TR55 method to determine the 25 year storm event for each watershed J. Use the Regression method to determine the 100 year storm event for the large culvert watersheds 1. The minimum watershed size for regression modeling is 1.01 square miles for Region 3 and 0.30 square miles for Region 4 as shown in the 2022 USGS Scientific Investigations Report, “Estimating Flood Magnitude and Frequency for Unregulated Streams in Wisconsin” K. Use HY-8 to show the existing culvert efficiency L. Use HY-8 to determine the proposed culvert size 1. Design pipes that used the TR55 method to meet 1.5 headwater/diameter ratio in the 25 year storm event 2. Culverts using TR55 should extend to a minimum 10-foot clear zone 3. Design culverts that used the Regression method to prevent the road from overtopping in the 100 year storm event M. The Construction project shall be completed under a flagging operation. Hard closures will be utilized at culvert replacement locations. No traffic control plans are required. N.
