The selected consultant will provide development review and planning consultant services on an as-needed basis (per task order).These services may include, but are not limited to, reviewing and reporting on development plans as part of the special permit, variance, subdivision, and approval-not-required processes; reviewing and recommending mitigation in the RDA or NOI process under the State Wetland Protection Act; reviewing pro-formas within the context of current market trends; analyzing the economic feasibility of a proposed development; determining the appropriate housing unit composition; site plan review; review of traffic reports; design review; assisting in determinations relative to the City’s demolition delay ordinance; assisting in Section 106 reviews; preparing reports to the Department and boards; negotiating and preparing land development agreements; preparing development guidelines for large parcels; and providing training to boards.
