100 General An on-call environmental consultant is needed to supplement the Arizona Department of Transportation (ADOT), Environmental Planning (EP) staff in undertaking required environmental assessments, analyses, and special studies required by the highway development process and ADOT’s legal responsibility of National Environmental Policy Act (NEPA) documents with CE Assignment and NEPA Assignment under 23 U.S. Code 326 and 327 respectively [326 and 327 Memorandum of Understanding (MOU)]. ADOT EP is seeking a qualified on-call consultant who will undertake specified environmental studies, evaluations, and assessments with a minimum of direction. The selected consultant will have to indicate satisfactory past performance doing similar tasks identified in this scope and have the knowledge, ability, and professionalism to conduct various environmental evaluations throughout Arizona. It is important that the consultant be able to respond promptly to all requests. Consultant should have all necessary permits for working on any land jurisdiction in Arizona. It is anticipated that approximately 75 or more assignments may be scheduled during each year of this contract series. These assignments may include, but are not limited to, projects consisting of minor and major improvements to existing highways, highway re-alignments, bridge replacements, rest area facilities, state parks improvements, special environmental studies and field reviews. The on-call consultant will be required to prepare a variety of environmental documents, which may include categorical exclusions and environmental analyses and supporting technical documents. All phases of environmental documentation and report preparation may be involved. Document preparation will follow Federal Highway Administration (FHWA) NEPA regulations including Environmental Impact and Related Procedures as described by 23 CFR 771. The on-call consultant must comply with Government Information Technology Agency (GITA) requirements for geographic information systems (GIS). Proficiency with ArcView 10.7.1 for Windows is required. It is also a requirement to provide ADOT EP with project information in electronic format, and referencing project information to ADOT EP specifications and standard guidance. The on-call consultant should have an understanding of ADOT’s 326 and 327 MOU’s and relevant guidance related to maintaining quality assurance and quality control for environmental documents.
