The Contractor is responsible to provide twenty-four (24) hour security coverage and shall provide one (1) security guard per eight (8) hour shift to secure approximately 200 acres and fifty-four (54) buildings. On weekdays when CDCR staff are onsite, the security guard shall check identification at the gate and only allow those CDCR employees who are authorized to work at the facility, to come on grounds. The Site Liaison or designee will arrange in advance with the security guard on duty to provide access for non-CDCR employees/visitors. If no CDCR approval has been granted and the security guard is not able to obtain approval from the Site Liaison or designee, the security guard shall not grant access to anyone beyond the gatehouse. Security Guard Duties: a. During normal CDCR working hours of 0700 to 1700 hours, the security guard shall operate the gate house, control access to the site and monitor incoming and outgoing traffic. b. The security guard shall only admit warm shutdown staff, CDCR staff, and approved visitors. c. The security guard shall protect assets and property. d. The security guard shall deter illegal and/or inappropriate actions, incidents, or offenses. e. The security guard shall report incidents and offenses to the Site Liaison or designee immediately and no later than at the end of each shift. f. At no additional cost to CDCR, the Contractor shall provide to the security guard cell phones, flashlights, rain gear, first aid kit, and all other equipment necessary to assist in the performance of the Security Guard’s daily duties. g. The security guard shall contact the Local Authorities, Site Liaison or designee in the event of an emergency. h. During non-CDCR working hours of 1700 to 0700, the security guard shall patrol the warm shutdown site by vehicle (provided by the Contractor) to all those areas inside of the secure perimeter, checking inner perimeter fences, where there are accessible roads. Additionally, where there is no vehicle accessibility, windows should be checked intermittently while patrolling by foot. These patrols should occur once per hour for a minimum of eight (8) patrols per eight (8) hour shift. i. Maintain Exhibit A-1, Security Inspections Daily Shift Log of all patrol activities, locations checked, incidents, breaches of security, and emergency calls to Local Authorities. Provide a copy of Exhibit A-1, Security Inspections Daily Shift Log activities to the Site Liaison or designee no later than each Tuesday, 1600 hours for all activities that transpired the previous week. j. Report any maintenance issues to the Site Liaison or designee before the end of shift. k. Occupy the entrance gatehouse or assigned location when not on foot/vehicle patrol. The front gate shall be secured when staff is not occupying the gatehouse. l. Report trespassers to Local Authorities, Site Liaison or designee immediately upon discovery. m. Supervisors at the site must perform random unannounced inspections during normal shifts including weekends and holidays to verify compliance with Agreement requirements. Visits per month shall be no less than four (4) visits during the first watch, 2200-0600; four (4) visits per month during second watch 0600-1400; and four (4) visits per month during the third watch, 1400-2200. Supervisor visits shall be recorded on Exhibit A-2, Visitor Sign-In Log. n. The security guard shall maintain Exhibit A-2, Visitor Sign-In Log for all visitors. o. Overtime must be paid by the Contractor at the Contractor’s expense. p. Personal cell phones shall not be used while on patrol. q. Smoking is prohibited on State property. r. Each security guard will be working a straight eight (8) hour shift and CDCR will compensate lunch and break premium if security guards have to eat on duty per California Labor Law. s. Remove trash in work areas and clean restroom before end of each shift.
