Utilizing the 2021 CalRecycle Disposal Facility-Based Characterization Study (Attachment E) as a model, the consultant will evaluate waste disposal in the City of Hesperia. At the direction of the City of Hesperia and/or the City’s waste hauler Advance Disposal, the consultant will sample representative portions of residential, commercial, and self-haul solid waste generated in the City of Hesperia; sort disposed waste by type; compile collected data; and report the results to the City of Hesperia. In addition, the consultant will conduct a waste characterization study to determine a local per capita procurement target, per the option to do so in accordance with the procurement target adjustment mechanism (PTAM), or waste characterization study process, described in AB 2346
