Specifications include, but are not limited to: The Contractor shall provide all personnel, labor, supervision, equipment, and incidentals to perform QSRs for a statistically significant sample of individuals with DD receiving DD Home and Community-Based Waiver services. 1. Contractor staff assigned to provide reviews (whether clinical or non-clinical) shall have the following: a. A Bachelor, Master, or Doctoral degree in a human service-related field. b. A minimum of three (3) years’ experience in a human service-related field, such as long-term services and supports. c. At least three (3) years of ID/DD experience. d. A minimum of one (1) year experience in conducting chart reviews, audits, interviews, focus groups, and/or observation activities. e. A minimum of two (2) years’ experience in or understanding of requirements of the Medicaid program, public health, state licensure or other accrediting agency; state developmental disability; and DD Waiver services administrative code. f. Knowledge of protections related to Protected Health Information and Personally Identifiable Information (use, disclosure, and transmission); and at least one (1) year experience in the application of healthcare confidentiality requirements (e.g. HIPAA and HITEC).
