The State is seeking a State Hosted Custom Built Solution using Agile methodology and applicable Services to handle the business needs for all twelve of DIFS’ business offices. DIFS oversees state regulation and licensing for insurance, banks, credit unions and other financial services in the Michigan as well as customer complaints related to the previously listed industries. This entails multiple processes as detailed in the requirements. At present, the primary application used to provide this business functionality is OBase, a highly customized PowerBuilder application developed in the 1990s and currently maintained by DTMB Agency Services. OBase handles the majority of DIFS business functionality. The remainder of DIFS business needs are met using internally built and maintained Access databases, Excel spreadsheets and SharePoint. These business-created systems are supported by DIFS. There are also standalone tools built in PowerBuilder and Power Apps.
