1. Engineering – Design and Bidding must be completed by a Licensed Professional Engineer, in the State of Texas, as follows: a. Engineering Design services may include, but are not limited to, technical document preparation, preliminary engineering, preparation of Plans, Specifications, and Estimates (PS&E) appropriate for the bidding and construction of Airport Facility Improvement projects, and bidding facilitation. b. Design projects may be phased as follows: i. Preliminary Engineering Report Phase ii. Preliminary and Final Design Phase iii. Bidding Phase 2. Surveying – Surveying services required for the design and construction of the airport projects may include, but are not limited to, design surveys, utility location surveys, construction control surveys, field surveys or other special surveys.
