The City of Spartanburg, South Carolina (City) is seeking proposals from qualified organizations, developers, and individuals to implement public/private partnerships to develop and improve affordable and mixed income housing throughout the city using Treasury Department – American Rescue Plan Act (ARPA) and U.S. Department of Housing and Urban Development HOME Partnership Funds. The city has a goal to develop mixed income housing that is affordable to families and individuals. The city has a goal to serve rental projects that serve residents with income ranges including 60% AMI, and below and homeownership projects that serve residents with incomes at or below 100% AMI. Eligible Activities for funding can include: • New construction of mixed income housing (single-family or multifamily) • Acquisition and rehabilitation to preserve mixed income housing (single-family or multifamily) • Conversion of an existing structure from another use to affordable rental housing • Infrastructure cost associated with the development of housing • Demolition as it relates to the new construction, acquisition, or rehabilitation of housing
