The Consultant shall provide services as a Program Manager and Owner's Advisor for the project under a master services agreement with VFWD. The scope of services may include, but not be limited to, project management, planning efforts, evaluation of potential alternatives, technical evaluations, support for environmental review and permitting, preparation of a schedule to meet NPDES permit milestones and deadlines, preparation of a Project Definition Report for the procurement of an Collaborative Delivery (CD) Team, preparation of an CD Program, technical review of CD Team deliverables, assistance with negotiations of CD Guaranteed Maximum Price (GMP) if applicable, and construction management services as needed. The Consultant team shall have expertise in all the tasks listed below. VFWD anticipates awarding the first four tasks under the master services agreement. The future tasks are included for informational purposes so the Consultant can develop and propose the appropriate team to address these anticipated future needs. VFWD understands that additional subconsultants may be added later as specifics of future tasks are currently unknown. The tasks for which VFWD may issue task orders are listed and further described in Attachment I.
