The Consultant's scope of work shall include, but not be limited to, the following: Park Design: o Develop a 30% and final park plan that aligns with the Conceptual Park and addresses all public comments or concerns. o Incorporate access for existing homes and proposed landscaping. o The project will remove invasive species and impervious asphalt parking areas and replace them with native vegetation and pedestrian walking paths. o Design with native vegetation (80% or greater), emphasizing drought-resistant and salinetolerant plant species. o Include species, size, location, planting specifications, and provisions for ensuring plant survival. o Integrate pump station #8 seamlessly into the park design. o Coordinate road closures with the Anacortes Fire Department, including provision of alternate routes for emergency vehicles as needed. (MDNS #4). o Adhere to the recommendations and conclusions provided by the Geotechnical Report prepared by GeoEngineers, dated March 25, 2021. (MDNS #6) Permitting and Approvals: o Comply with all applicable Shoreline Master Program regulations. o Comply with all mitigation measures as listed in the SEPA Mitigated Determination of NonSignificance (MDNS) issued for the Submittal on September 27, 2021. o Comply with the project’s Section 106 of the National Historic Preservation Act Memorandum of Agreement (MOA). o Comply with federal statutes including but not limited to: Endangered Species Act, Clean Water Act, Marine Mammal Protection Act, and other federal statutes.
